This position provides regulatory and compliance support to Lima Refining Company (LRC). The main purpose of this position will be Title V Air Permit record keeping and reporting and release reporting. The successful candidate must have the necessary level of education work experience to not only understand the refinery operations but also how the regulations apply to the operation. The job scope applies environmental requirements across multiple process units.

 

The position has site-wide scope and day-to-day interaction with refinery personnel and contactors. There are no direct reports, and minimum discretionary spend authority associated with the position. The Environmental Engineer provides is expected to have the knowledge and skills to acquire the information necessary to ensure compliance with environmental regulations and permit obligations. This position helps deploy site environmental compliance processes and actively engages all levels of the workforce across Technical, Operations, Maintenance and Project teams to facilitate compliance and drive continuous improvement.

 

Responsibilities

 

The Junior Environmental Engineer provides support as a subject matter expert for on-going compliance with environmental regulations, specifically in the area of air compliance.  This position also ensures that all control, monitoring, recordkeeping, and reporting requirements related to areas of responsibility are satisfied.  The Environmental Engineer also provides support for environmental compliance reporting and environmental permitting projects (Permits-to-Install, permit renewals, Change in method of operation, etc.)

 

  • Focal Point for Release Reporting and agency notifications (verbal and written).
  • Participates in 24-hour on-call rotation to determine reportable quantity and incident reporting to appropriate regulatory agencies within required timeframes.
  • Participates in spill, release, and emissions event/incident investigations as assigned. This includes community monitoring and area impact delineations as applicable.
  • Assist senior environmental and unit engineers in evaluating environmental incidents, which includes calculations and classifying emission events.

  • Support the Environmental Department in providing guidance to questions from the technical, operating and maintenance organizations.
  • Support the Environmental Department in reviewing and updating department databases and spreadsheets for completeness and accuracy.
  • Compile and review site environmental data and trends, summarize results to identify continuous improvement opportunities.
  • Provides support to turnarounds and capital projects by completing environmental checklists to ensure environmental issues are identified and addressed.
  • Perform emissions calculations and understand the impact of various operating conditions on emissions.
  • Assesses change in method of operation or modifications for environmental regulatory impact.
  • Participates in the MOC and PSSR process to identify and ensure that all regulatory requirements are addressed.
  • Understands management systems standards and work with operations, maintenance and technical teams to develop procedures that fulfill requirements and deliver performance results.
  • Responsible for any environmental tasks that may be assigned to manage environmental department workload and site environmental compliance.
  • Creates, develop and implements projects, programs, and assigned initiatives with support from Senior Environmental Engineers.

 

Deliverables

  • Prepare and maintain documents such as; emission reports, incident reports, malfunctions, maintenance notifications, deviation reports and other studies and evaluations.
  • Supports calculations for emissions events, emissions inventory, TRI inventory, GHG and permit compliance.
  • Maintain RSR and SSM Plan, Form Tracking.
  • Prepare Quarterly, Semi-annual and Annual Title V Air Permit and PTI Deviation Reports.
  • Participates in agency inspections/investigations/audits and assist with preparing responses to agency requests for information, as assigned.
  • Conducts field reviews and audits.
  • Develop and implement operator environmental tools to proactively monitor compliance.
  • Assists in the development and delivery of environmental training to address regulatory standards, site environmental policies, programs and procedures.

 

Competencies

  • Experience with SAP or other business enterprise software
  • Experience with OPS Environmental or other similar Environmental Management System (ISO14001 acceptable)

Qualifications

  • B.S. Degree Engineering or related Science Degree (required)
  • B.S. ChemE (desired).
  • Minimum of three years of environmental engineering or related experience.
  • Two years of environmental engineering experience refinery or petrochemical industry (including Co-op time), preferred.
  • Experience with interpreting and implementing environmental regulatory requirements under state and federal programs such as CAA and Title V permitting
