Job Summary

The Specialist - Labor Relations, provides advice and support relative to the interpretation and implementation of the collective bargaining agreement to the Lima Refinery and Superior Refinery Management Teams, Supervision, and HR Staff. This position is responsible for developing labor policies, overseeing the management of industrial labor relations, negotiating collective bargaining agreements with the union, managing the contractual grievance procedures and provides advice to Management staff to ensure compliance with the contract. The role also consults with Management to get input into aspects of personnel policies, developing new or revised union contracts, maintaining records of wage and salary surveys, Labor Relations, and development of Union/Management correspondence.


Core Responsibilities

  • Serve as a link between management and hourly employees by handling questions, interpreting and administering contracts and policies to assist in the resolution of Union/Management work-related problems.  Provides consultation and guidance specific to employee and labor relations issues or situations and matters related to the administration of contracts, employee discipline, and grievance procedures.
  • Ensure workplace policies and programs regarding hourly workers are consistent across the organization as required and are fair and equitable. Provides clarification to labor issues that arise and serves to identify the underlying concerns as well as to develop an understanding of the respective needs and interests of the parties.
  • Intervenes to resolve contractual disputes between hourly and salary personnel.  Active participant in the negotiations of all collective bargaining agreements and coordinates the respective grievance procedures up to and including arbitration proceedings in handling represented employee complaints.
  • Utilize strong professional written and oral communication skills in addressing the collective bargaining agreements and employee disciplinary issues.  Lead role in the research and development of new or updated collective bargaining agreements or memorandums of understanding.
  • Provide professional assistance and recommendation to increase the learning and development of others in the HR Department as well as throughout the organization.
  • Interpret contractual agreements for the company and employees engaged in collective bargaining or other labor relations processes and act as the lead on the resulting actions.
  • Ensure both the company and the hourly workforce's adherence to labor agreements, drafting contract proposals or counter-proposals for collective bargaining or other labor negotiations.



  • Minimum of eight years of related experience as HR generalist including exposure to union represented workforce.
  • Broad knowledge of HR theory, principles, practices and policies.
  • Supervisory experience.
  • Ability to take complex HR issues and problems, develop an action plan for working problems, and issues to a conclusion and providing recommendation for moving forward.
  • Experience in Petrochemical Industry.
  • Proficient computer skills and experience with MS Office applications.

  • Written and oral communication skills.

  • Experienced facilitator and experience leading collaborative problem solving teams.

  • Ability to formulate, design, execute and present results of plans and projects.


Education & Professional Designations

  • BS or BA degree in business, management, psychology or related discipline is required
  • PHR or SPHR is an asset
