Job Summary

The Incident Investigation & Training/Competency Assurance Advisor works closely with the Corporate SOI&E Incident Management and Data Reporting Departments while stewarding HOIMS Element 8 - Incident Reporting, Recording, Investigation and Learning and HOIMS Element 15 - Assurance, Performance and Improvement throughout the entities. This role also drives other cultural improvement activities.

 

Core Responsibilities

  • Facilitate the top serious/critical incident investigations for the site.
  • Develop the organizational capacity to conduct thorough, sound incident investigations through -

    • Develop and Deliver investigation training to selected investigators and owners with regular refreshers'

    • Coach & Mentor incident lead investigators and owners during investigations

    • Assist entity management in selecting and reviewing high-potential incident investigations

  • Close identified gaps within incident investigation work process including -

    • Initial communications processes

    • Standardize reporting template

    • Employ Logic and Root Cause methodology, including site usage of selected software packages

    • Share trending and lessons learned.

  • Perform quality assurance of Incident Management processes as per HOIMS Element 15 Requirements and introduce LOD 1 and 2 activities for investigations

    • Sound Investigation review (Investigation Technique, Root Cause Analysis, Documentation, etc.)

    • Work with HSE assistant/investigators/owners to ensure proper usage of HuskySafe

    • Action Development & Management matches cause(s)

    • Ensure incident Learning takes place

  • Work with TOPS representative to ensure similar investigative techniques and quality assurance processes are employed for TOPS investigations

  • Support the entity/senior manager SOI&E in classifying incidents

  • Over time as organizational capabilities increase on incident investigation, responsibilities of this "change agent" will shift to include other topics such as:

    • Introduce enhanced management of change personnel process

    • Assist PSM team in completion of 2nd wave of MAH initiative

    • Support other HOIMS assessment gap closure activities

    • Coach Operational and Supervisory personnel on related safety/PSM topics.

    • Introduction and Sustainment of LOD activities beyond incident management

    • Work with HR and other functions to develop competency matrix for HSE, operational integrity and technical competencies, and support development of competencies for safety critical roles.

    • Lead/Assist on Implementation of new corporate programs, e.g. "Walk the Line"

    • Initiate enhancements to contractor management program.

 

Experience

  • Ability to conduct incident investigations and Root Cause Analysis using a number of different formal methods, including analysis of barrier performance.

  • 5-10 years' experience in process engineering, maintenance management or reliability engineering, or operations management.

  • Comprehensive understanding of regulations, guidelines, codes of practice and industry standards.

  • Comprehensive understanding of health and safety programs for a safe system of work, including safe work practices, job analysis, hazard and risk assessment and control of work processes.

  • Working knowledge of the assessment and control of Human and Organizational Factors, including fatigue management and workplace physical/cognitive demands.

  • Ability to influence others and identify need for change where appropriate. 

  • Ability to present incident information to all levels within the organization.

  • Lead investigator in high-profile incidents in previous role.

  • Passionate and capable to coach and develop skill sets in others.

  • Demonstrated experience as change agent in previous role(s).

  • Knowledge of Incident Command System

  • Comprehensive understanding of regulations, guidelines, codes of practice and industry standards.

  • 5-10 years' related experience in Oil and Gas or Chemical Industry

  • Proficiency in MS Office applications.  (e.g. Microsoft Word, Excel, Outlook, Power Point, Visio and Project)

  • Tap Root or equivalent root cause analysis software familiarity.

  • Excellent leadership and problem-solving skills.

  • Demonstrated ability to work closely with teams.

  • Highly developed written and verbal communication skills.

  • High goals and standards for self with personal commitment to maintaining professional competency through continuing education, training and development.

  • Ability to work independently, as well as collaboratively within a team and with others outside the formal organization.

  • Excellent interpersonal skills to build healthy, supportive relationships with co-workers and clients.

  • Use database information, figures and statistics to generate reports, charts, and graphs.

  • Previous experience with enterprise systems (SAP) and/or specialized software (HuskySafe).

 

Education & Professional Designations

  • Engineering Degree - Mechanical/Chemical or Electrical required
  • Post-Secondary Occupational Health & Safety Certificate or equivalent training is an asset
  • Microsoft Excel and Microsoft Projects designations is required
