POSITION SUMMARY:

 

The incumbent coordinates and manages a variety of programs and activities including but not limited to compensation and benefits, employee relations programs. Include managing the delivery of ongoing and annual pay and benefits programs, providing up-to-date data on current total reward costs, filing all documents to support audits and preparing various HR reports and resolves enquiries from employees.  The incumbent also provide support to native and expats' benefits. 

 

This position is also to fulfill the position Safe Operation responsibility and accountability requirements.

  • Process 2 local legitimate entities’ native employee payroll monthly, ensure related benefits and insurance contributions are timely in line with policies and Government Regulations:
  • Distribute & collect Timesheets, verify individual’s timesheet to keep compliance;
  • Maintain & update local payroll procedure to keep up with Government Regulations;
  • Maintain payroll system (Kingdee) information and solve system problems;
  • Calculate local employee payroll including offshore allowances monthly;
  • Apply Social Insurance & Housing fund contribution to in government system and process the payments monthly. To comply with government request for any updates on contribution rates and cardinal number adjustment.
  • Handling maternity refunds and ensure the funds back to Husky correctly & timely.
  • Handling expats social insurance returning when expats demob from China.
  • Apply Individual Income Tax in government system and process the payments monthly.  Support expats IIT annual filing program.
  • Distribute payroll slips to individuals monthly;

  • Process native employee Flexible Benefits Program, ensure benefits are in line with budget and policies and distributed to employees timely:
  • Maintain & update Flexible Benefits Program procedure;
  • Maintain benefits system information, set up benefit applications & greetings appropriately;
  • Process the payments & distributions to individuals monthly;

  • Process payments and provide assistance to expat employee to ensure internal/external compliance:
  • China income tax payout & annual income tax certificate management;
  • China social insurance;
  • Transportation allowance pay in local;

 

10%

  • Manage C&B Reporting and Analysis:
  • China Mercer Survey Data Analysis & Submission;
  • Native employee cost reconciliation;
  • Monthly Compensation Summary Report;
  • Monthly Payroll Report of National Staff to Calgary;

 

15%

  • Provide supporting to other HR projects & activities.
